LRay had a passion for education and life was his classroom. In De La Salle University, where he earned his Bachelor of Arts Degree, Major in Political Science, LRay received numerous distinctions. He also attended The Young Entrepreneur Organization (YEO), Executive Education Program at the Stanford Graduate school of Business and at the Institute for International Studies and Training in Tokyo, Japan.

Outstanding Governor
LRay Villafuerte was an Outstanding Governor. In 2004, at the young age of 35 years old, he won via landslide victory in his gubernatorial race. The same happened in 2007 and 2010. He was the youngest Governor to be elected in the entire Bicol Region then.

CAMSUR, from being the 39th poorest became the 10th richest and most progressive province in the Philippines under the leadership of Gov. LRay Villafuerte. Because of LRay's programs, the province flourished. (Based on the Commission on Audit 2007, Financial Statement submitted by 80 provinces)

In 2004, on his first term, former Philippine President Gloria Macapagal - Arroyo herself administered his Oath Taking at the Camsur Governor's Mansion. Because of Philippine President Gloria Macapagal - Arroyo's overwhelming admiration of LRay Villafuerte, he was appointed as the youngest head of the Bicol Regional Development Council. LRay was chosen by Philippine President Gloria Macapagal - Arroyo over the most experienced governors in the Bicol Region because of his accomplishments and admirable performance.
Governor LRay Villafuerte was appointed as the Youngest Chairman of the Luzon Area Development Coordinating Council LADCC (2004)
Philippine President Gloria Macapagal - Arroyo witnessed the accomplishments of LRay as the head of the Regional Development Council. To show how deeply impressed she was, Philippine President Gloria Macapagal - Arroyo again appointed the young governor as Chairman of the Luzon Area Development Coordinating Council. Then MMDA Chairman Bayani Fernando worked under the administration of LRay Villafuerte as Vice-Chairman.
LRay Villafuerte was also appointed as Vice-President of the Federation of Regional Development Councils (FRDC) due to his proven capacity in leading and his good governance as governor. (2004)
