This bill seeks to establish a drug rehabilitation center in the Municipality of Libmanan, in the Province of Camarines Sur.
The problem of drug addiction has already become prevalent not only in Metro Manila but also in provinces and other highly-urbanized areas of the country.
Moreover,the incidence of crime, particularly drug-related crimes, is increasing all over the country. Citizens are continuously being victimized by these dangerous substances, either as users or victims of crimes committed by users.
It is the duty of the State to provide rehabilitation for those hooked on these dangerous substances. The drug victims are in dire need of immediate rehabilitative assistance. Their welfare is often overlooked because most of our efforts are focused on nabbing the pushers and perpetrators.
The establishment of the Camarines Sur Drug Rehabilitation Center is imperative in order to address drug-related problems within the area of Camarines Sur. It is this facility that people involved in and affected by drug-related problems will be given the opportunity to reform and be brought back to society’s fold.
Considering the merits of this Bill, its early approval is earnestly requested.
