An Act converting the Pamukid National High School in barangay Pamukid, municipality of San Fernando, into a national science high school to be known as Pamukid National Science High School.
It is significant that our Constitution recognizes the role of the youth in
nation building, and underscores the importance of education in promoting total
human liberation and development. The State exerts much effort in providing
education to its youth for in its hands are our future shaped.
It is also important to note that science and technology are recognized by the
Constitution as building blocks in the attainment of our goals. Today, science and
technology are an indispensable part of the curriculum.
This bill seeks to convert the Pamukid National High School into the Pamukid
National Science High School, pursuant to Section 17, Article II of the Constitution,
that provides thus: "The State shall give priority to education, science and
technology, arts, culture, and sports to foster patriotism and nationalism, accelerate
social progress, and promote total human liberation and development."
This bill aims to call upon the State to make this specialized education
accessible to the underprivileged, to fulfill its mandate to develop analytical and
critical minds in our youth.
Approval of this bill is earnestly requested.
